Please could someone advise. A training company is offering training in the erection of tower scaffold, they are not accredited to any scheme i.e. PASMA. Do they need to be to deliver this training?

Simple answer is NO. It is only necessary if your company or a client you do work for insist on PASMA as a requirement.
Suitable and sufficient training is enough.

Just confirm that their trainers are 'trained to train' as I have found that even many PASMA people who provide training are not qualified trainers but have just 'picked things up' over the years

Anyone who delivers a PASMA course has to be registered with them and has to have passed the instructors course. If you know anyone who has done it differently, Bob, i'd suggest you contact PASMA directly.

If you are conducting such training, it may be more beneficial to just go for PASMA training, as it was stated above it is preferred by the Clients, therefore in the long run it may be the cheaper option (encase a client makes you get PASMA, therefore you would have to pay twice).
But again in answer to your question, the answer is 'no'. Nowhere in legislation does it state you must have 'PASMA, CPCS, CSCS etc' it states training, these forms of training are just preferred.

As stated above there is no need for the trainer to be PASMA accredited. The training company should have credentials to state they are competent and the trainers are experienced. Ask for references if you do not know them. There is a legal requirement for suitable and sufficient training and competence to carry out the tasks, so the course should detail the areas covered and obviously a practical element of erecting and striking the scaffold tower.
