Certainly not a biohazard, unless it has up some unspeakable orifice!

There are several non-health/care uses of sharp bins/containers that are not bio-hazards, but only sharps hazards, and a convenient and safe means of segregating/storing and eventual disposal of sharps wastes such as needles/syringes/scalpels used in chemicals research and development labs! Your use appears to be similar and the important factor is to dispose it off safely so that those handling it down the line are protected, SFAIRP.
