we are getting conflicting advice from several national groups,
we have an activity leader, self employed, and paid, and competent
goes onto school sites to do abseiling with the kids off school buildings,
we are suggesting that LOLER applies and 6 monthly rope checks, this is supported by a high level group,
we have another high level group suggesting that it does not apply as the kids are not at work
we also have a HSE guidance that is not that clear
has anyone come across something similar?
some documents suggest a daily pre-use check will suffice, we would be happier with a 6 monthly check by a specialist?

Before and after daily use, and every 6 months by a competent trained person.
This is life support equipment in its truest form after all.

Hi Grumble,
I think you'll find that LOLER applies and 6 Monthly Thorough Examinations will be required in addition to the daily pre use checks. With regard to them not being at work, Lord Robens thought about this and insert the Etc bit into the Act.
In any case he is at work. The equipment is at the end of the day all that is between the Young People and interaction with the floor, from height.

The activity leader should know that any rope course should be run to the best practice guidelines set out by EN 15567 parts 1&2.
Although this guidance is not binding it does states that this is the guidance used when HSE inspectors question activities...
It comes quite clearly under the regulations governing general health & safety and working at height...so in those regs they are exempt so technically he is quite right, however the EN brings them back in and defines levels of supervision...if your instructor is truly competent he will be more than aware of these guides...it sounds to me that he hasn't had them checked and is trying to get out of it...I even ask the question when taking my kids to Go Ape and they answered as I expected...kids didn't talk to me for embarrassing them tho'...they have my precious cargo attached so I need to know they are doing the right things...just not the cool dad they always wanted...:)

Also each type of rope is designed to be retired after a certain amount of falls on it. Each manufacturer is different. So a brand new rope may have to be retired after 1 busy day!!!

forgot to say that in that standard they are saying 1-3 monthly user inspections with periodic inspections under PUWER.

It's normally about 10 for a dynamic rope (subject to visible damage taking precedence). If you take a fall on a abseil rope you're either doing it wrong or using the rope for the wrong job. There is a difference between climbing rope and abseil rope and you shouldn't use the latter for the former.
You can abseil on a climbing rope as long as you know to take into account the stretch before you stop at the ground.

My comment was merely to highlight to non rope using members of the forum that have to have an oversight in their safety role when assesing method and risk that it's not as simple as a six monthly, and a before and after use.
I know of many activity leaders that will have one pair of 11mm dynamic ropes that will be used for climbing and abseiling due to costs. So on many occasions the "abseil rope" is subject to life limiting from falls. It is very rare for non industrial climbers to keep a log book of all ropes used.
Your obviously a rope user Safety Smurf, and as an advanced industrial climber so am I. We have the knowledge of what I find that non climbing Safety Reps find a bit of a black art. So my post was merely to try and help the non rope users on the forum
