Can any one tell me if there is a legal requirement for supervisors (not construction) to have the IOSH managing Safely course irrespective of company policy.

No but you have to ensure they have the necessary competence to do the job - don’t be kidded on the IMS is the answer for this either - in house training based on specific hazards and controls is by far the best IMO.
If you post on here the industry you'll get plenty of support in developing a. in house course and save yourself some money……………..
