Should residents who are employees participate in fire drills in HMO. Please dont go into maintenance issues, I am just after opinions on evacuation issues in these homes

If they are at work, then yes

Article 23 (1) (b) of the RR(FS)O 2005 states:

General duties of employees at work

23.—(1) Every employee must, while at work—

(b)as regards any duty or requirement imposed on his employer by or under any provision of this Order, co-operate with him so far as is necessary to enable that duty or requirement to be performed or complied with

Fire drills maybe interpreted as a requirement, so if the employee is at work - see Article 23(1)- they must take part

They are trainees who live there for a 12 month period.

Absolutely, how else are you to validate your emergency procedures? As a long term solution, have it added to the tenancy agreement.

The only situation I can think of that would be similar would be service personnel. In which case I would say if the accomodation is inside the wire then yes, outside then no as technically that is not at work.

Bomb drills may override scope, extent and frequency of fire drills anyway (do they still do those?)
