I'm just reviewing our asbestos management folders and plan, which had previously been created by our managing agents.
They stated, 'all forms of asbestos waste are classified as special waste and come under the requirements of the Control of Asbestos Regs 2006. This requires that the waste is covered by a special waste consignment note available from the Environmental Agency and can only be disposed of at a site that is licensed to receive such waste and by a contractor licensed to carry such waste. Asbestos materials or equipment containing asbestos cannot be sold or given to other parties. It must be removed and disposed of as special waste'.
I was taught during my Diploma that asbestos is classed as a 'controlled' waste under the Environmental Protection Act 1990, and may also be classified as 'hazardous' waste under the Hazardous Waste (England and Wales) Regs 2005.
Having now typed this, I seem to recall that an update was issued during my studies to show what I had understood was no longer correct, so - can someone advise if what the MA has written is correct?

As the above document stipulates Asbestos is 'hazardous' waste and must be accompanied by a Hazardous Waste Transfer Note. If I recall correctly 'special' waste is a term used in Scotland instead of hazardous waste.

Any reference to special waste should have been deleted a number of years ago. The term is now Hazardous Waste but the process is by and large similar.

Special waste up here in Scotland. Hazardous waste down there in England & Wales. Apart from this terminolgy the part of the asbestos management plan you quoted is fine.
