Latchy, I'm with Kate on this one. The subject is SO important that some study and understanding is required to get the 'fundamentals' that you mention....
Are we talking warehouse and factory floor vehicles? Trucks and company cars?
HSG136, and also HSG76, HSG6.
Or start with INDG199, and INDG412, also INDG395

The (relatively) new addition to the site of interactive case studies also highlights relevant risks (though this focuses more on vehicles within the working environment rather than vehicles on the highway, but previous posters have already provided relevant references).

Yes, just looking at that page and the links, I remember many moons ago starting with the wtchk1.pdf questionnaire as a starting point for my workplace transport internal audit system.
