Is it a legal requirement to have fire wardens / marshalls?

No. But it is a legal requirement to be able to evacuate and to make sure that fire precautions are maintained - fire wardens / marshals are one way of helping to achieve this.

Not entirely accurate Kate, Reg 15b of the Fire safety order requires the responsible person to:
"nominate a sufficient number of competent persons to implement those procedures in so far as they relate to the evacuation of relevant persons from the premises"
This implies a need for trained personnel, although I agree that fire wardens are only one way of achieving this - you could train the entire workforce.

Would I be right in presuming that to be a Fire Warden is purely on a voluntary basis - similar to First Aiders?
Your company cannot dictate unless it forms part of an employment contract.
