If a retail store was closed for more than 24 hours due to an electrical fire, would this come under paragraph 19 (a) as only relates to factory or office building?

What you refer to is guidance and the factory or office building are examples-
Paragraph 19 refers to plant and premises and the stopping of normal activities at those premises fore more than 24 hours where the fire was due to the ignition of any material - if the fire falls under that category then yes it's reportable - it may be useful to look at DO number 5 too

Twice reportable: electrical short circuit or overload attended by fire (5); fire in premises > 24 stoppage of work (19).
The references are to Schedule 2 of RIDDOR.
