Do normal "onshore" regs apply "offshore"? I am thinking of HASAW, MHSWR, COSHH, DSEAR etc.......................................

It depends... Often yes, but there are some specific exclusions for individual regulations. The Devil is in the Detail. Read carefully. There are additional offshore regulations that don't apply onshore e.g. PFEER, OSCR etc

It depends on your definition of offshore. The HSE covers fixed plant such as gas platforms, drilling rigs etc. The MCA cover essentially floating objects (but there is an area which is part floating and part drilling installation - think the HSE takes precedence. The shore laws as you mention do not apply on ships etc. However, to ensure compliance with EU Regs and Directives, the shipping legislation is becoming more aligned with shore so the merchant shipping PUWER regs are all but identical to the shore, but COSHH does not exist under MS regulations in anything like the same format. http://www.hse.gov.uk/ab...framework/mou/mcamou.pdf
