Long time since I posted on the forum, but I'm reaching to fellow professionals who have experience or working knowledge of Spanish H&S legislation or guidance in respect of WAH specifically on portable ladders and the use of fall restraint equipment.

I have recently returned from a visit to our offices in Spain and was informed that the working practise when using a portable ladder over 2 metres, is that they are required to use fall restraint equipment. This concept I cannot understand; I am firm believer and advocate the guidance given by HSE in ING402, ensuring the ladder is secured, using it for short durations in places where other suitable equipment is not suitable, carrying light loads only etc.

Securing yourself to the ladder is not a practise I would endorse, given its inherent risks. Also it not mentioned in any guidance the HSE provide in respect of use of portable ladders.

Therefore has anyone come across Spanish regulation or guidance that requires fall restraint equipment to used on portable ladders.

I'm not an expert in H&S requirements in Spain but I speak the language I have carried out a search on it. The piece of law that defines the minimal safety requirements in WAH is:

Real Decreto 2177/2004, de 12 de noviembre

having a read at the doc, I can tell you that the system and requirements are very much the same as in the UK, it does mention about fall restrain equipment on works over 3.5 meters when the task requires additional movements from the worker which can compromise stability, but this is not a blanket rule and it depends on RA.

It also talks about not using ladders over 5 meters, unless its resistance can be guaranteed. Talks about no painting on wooden ladders etc. All in all, not very black and white, about the same as here, but certainly no mention about 2 meters rule that you have been told.
