'storage' of up-to 4500ltrs of fuel in well maintained mobile bowsers in Hangars (no hotworks / manufacturing, mainly storage - DSEAR or FRA or both?? Any thoughts.

both + what fuel - COMAH threshold is about 2500L I think - but that's from my brain and probably petrol....

Both DSEAR feeds into FRA. How 'mobile' are the bowsers? Parked overnight or long term etc? Parking area might need to be zoned to BS60079-10 or IP15 Code What is the fuel? Petrol, diesel, aviation F34/JP1 etc? Electrics might need ATEC rating, in the building if not already done so. Hangar = aircraft type hangar? Ventilation? Maybe not a problem. More info please
