Hi, I'm currently working with a friend who has miraculously been in business a staggering amount of time to say he has very little by way of formal procedures which are documented (enabling re-training and transferable skills). He's consistently had issues holding him back and whilst meaning well, never known how to address them. Hence where I come in, now, since doing the Diploma something that has resounded loud and clear is that whilst the management course focuses on H&S, the management principles for all departments must be the same. Plan-Do-check-review etc. In trying to help him with his staffing issues I want to encourage a typically high risk sensitised operational work force into co-operating and I'm going to start with consultations to get them to (hopefully) take on some ownership whilst highlighting the gaffers new direction. I'm sure I can think of the usual Q's like " how do you rate the company's commitment to H&S on a score of 1-10"etc. But I am wondering if you guys out there with vast experience have some clever questions that may give answers to possibly indirect questions. I'm big on psychology but lower on practical experience. For the scenario you discuss I can't see a Q&A session being particularly useful. Your informal audit has told you that the company lacks a system. Perhaps a better way would be to get a small group of workers together and ask them how they think things could be improved. Get them to set a small number of tangible actions and to develop a plan on how they can be implemented. Sometime in the future, when some form of system is in place you can start to gauge satisfaction via a questionnaire, if you wish.

Agree with Andy, I think the first step would be developing the management system (both the document(s) and in practice). You state you have the HSG, therefore you presumably have HSG65. Read through HSG65 and create the management system, this should be in consultation with the entire workforce to ensure it is accurate/realsitic/accepted/bought into/etc. (this may take some time if there is literally nothing in place at the moment!). (I don't think your question is about how to develop / implement a management system therefore I won't go into any detail about this). You need the management system in place first before you can then start to look at behavioural safety / safety culture as this is benchmarked against the management system.
