Not knowing the full background I would say; use an A-Z system as a start e.g. A For asbestos etc. Z for Zoonoses etc. and go from there

I would start with Health and Safety Policy, Then general arrangements then procedures - but there is no wrong or right way .

Hassan, i see you are in the Middle East. Which Emirate? you also have a lot of resources that you can use that have recently been released: Abu Dhabi EHSMS with associated CoP's released March 2012 Dubai also has similar. I am with Bob, can you give a little bit more of a background and try to provide more information to receive a more sufficient answer
