We have been informed by our client that we need a temporary works coordinator for any crane pads or temporary fencing on a construction site where we are Principal Contractor. Can anyone throw any light on this

The role of the TWC is central to the successful implementation of temporary works hence the specific role and duties of those so appointed needs to be clearly understood, both by those appointed in this role and those working with the appointed person. You should be aware that the HSE have expressed concerns about the implementation of the requirements of BS5975, the relevant standard, in particular for smaller contracting and sub-contracting organisations. A TW supervisor/ co-ordinator is not unusual in some circumstances, for instance, where excavation work is taking place. What is unusual is that the client is stipulating this (presumably via the CDM-C) as in my opinion it is down to the PC to decide whether a TW person is required and moreover, what level of competency is deemed appropriate for that person.
