Can anyone tell me whether FLTs with a cab should be fitted with a seat belt and whether the operator should be utilising the seat belt?

2.4.2 Overturning vehicles
Vehicle overturns cause 6% of WT deaths (12-year average see Section 2). Vehicles commonly involved are FLTs, compact dumpers and tractors. The increasingly widespread provision and use of Roll Over Protective Structures (ROPS) is reducing the risk of injury following an overturn, but ROPS is not fully effective unless the driver is wearing an appropriate seat belt or other restraint. ROPS is normally fitted to vehicle with a risk of 180 degree or more overturn.

PUWER Makes Reference for the requirement for restraining systems - http://www.hse.gov.uk/pubns/priced/puwer.pdf have a look at pages 82 & 83 - Hopefully that will give you some help.
The problem you will have is if the Fork Lift driver is constantly getting in and out of the cab as part of his job and only going small distances you will never get them to wear them.
