There is I think a somewhat inescapable logic and legal argument that, where we insist on use of harness and restraint (for what ever reason), we also need an emergency rescue plan. Certainly if the person was wearing a harness with a fall arrest lanyard, Ron but wouldn't the use of a restraint lanyard which actually ensures the person stays in the basket negate the need for a rescue plan?

Don't you think a WAH Rescue Plan is needed if the operator with restraint lanyard has a collapse in the cage?
You still need to get him/her down.

You still need to get him/her down. The stand by man at the base of the machine will bring him/her down using the auxilliary switch in the base controls.
