a client has a team of cable layers who lay data cables and terminate the ends. LKow risk working at height is sometimes involved, mainly stepladders. They have the green cscs card but the site insists they have the white/grey card...which involves putting the blokes on an NVQ. The issue seems to be the job title of Comms engineer, which puts them into the professional catergory, although the actualjob is fairly basic I know a site can dictate the site rules but does anyone have a suggestion of how to negotiate a compromise to get the guys on site personally i have suggested doing the NVQ as an investment but the client believes his lads are not up to it and it is too expensive thanks

Presumably there's a commercial contract involved here somewhere? If these cards weren't stipulated in the contract, they can't be stipulated now without breaching that contract.
