Dear All I’ve identified a skill gap in my company that I need to address, the skill gap is the CDM regulations. Currently there seems to be little or no knowledge or procedures in place with regards to implementing and managing CDM effectively. Does anyone have a knowledge based CDM questionnaire I could possible use in a training session to get a clearer understanding of what levels of knowledge I’m dealing with before deciding on what actions I need to take. Any help would be greatly appreciated. Thanks Brian

Brian, a good start would be to look at some of the Appendices in ACoP L144, see pages 93-104. I've used those to prepare awareness training and also to prepare a system of getting the Pre-conP and CPP done properly.

Look at it this way - What is the purpose of training? If the employees need to know about CDM as part of their job then they need suitable training to operate under the regulations. If they have no involvement then why do you need to train them. The word Awareness has no real function and simply looks good on paper. If it is not relevant to their work then people switch off and absorb NOTHING. Bob

If there are no procedures then you need an initial focus on establishing these. You need to establish who is doing what (who is a designer, who is engaging contractors, other duty holders, maintenance of H&S Files, etc.) Everyone needs an overview of the broad principles and requirements of CDM, but you can't stop there. Sending your people on an external course only won't give you any automatic compliance. An effective Safety Management System requires you to have requisite procedures in place, your people trained against them, and performance and compliance monitored and reviewed.

Thanks for your replies Jon & Ron, Bob cant see why you repsonded other then to be negitive and obviuosly i wasnt intending on issueing a CDM questionaire to staff who are not involved in CDM, please give me some credit. I understand the CDM regulations and the requirements, what i was after, wasnt an awareness presentation, it was just a questionaire on CDM regulations that i could hand out and ask the groups to complete, from their answers i can hopefully guage their knowledge and understanding, a starting point to see what i need to do.

That wasn't meant to be negative. You do need to know who is expected to be doing what in CDM context. Knowing the respective roles enables you to produce a targeted question set. This can be presented as: "The CDM Regulations require that you competently discharge the following functions: (your list). Please score (e.g. 0-5) how confident you are that you have the necessary knowledge, qualifications, information, resources (inc. time) to effectively discharge each of these functions" Or something to that effect. The CDM ACoP and the companion CITB guides provide short listings of the key roles for each duty holder role. It shouldn't be too difficult to cobble a questionnaire together from those resources. I recently created a similar pro-forma with a focus on related competencies for a range of construction-related topics (aimed at Designers) p.m. me and I'll look it out for you. The format should be adaptable for your purposes. The Organisation will need procedures and process maps to ensure compliance.
