Would a wall of LCD display screens used within a control/operations centre environment be subject to the DSE regs? They are only used to display system alerts and are not monitored constantly.

The DSE regs were introduced to prevent injury to operators of PCs (when screens were green characters on black) from immovable chairs, poor keyboards, screens by windows etc. So I would say you do not need to strictly apply the DSE regs to your control room displays. HOWEVER you must apply ergonomics to the display screens and "alarm management" protocols to how alarms are presented. The control room operators MUST be consulted by the programmers as to how and when alarms are displayed and how to attract attention and how to indicate priorities. [Some of you may remember Three mile island nuclear incident where the operators where completely overwhelmed by "alarms" and could not thus identify the "Cause" or correct it.] Programmers can make anything display in any manner so let the operators have their choice.
I strongly advise you consult this HSE document on control rooms. Only take & apply what guidance is useful to you out of the document as it is designed for COMAH sites! :-
