Get boots on the ground, go round talk to people, my preferred method was to start a conversation about something else say football and then ask them what they thought the biggest risk was to themselves and those around them, I used the Dr Pepper tag line"Whats the worst that could happen?" to get the ops to think
I got the shift and line managers to do tool box talks and weekly walkrounds with the safety reps, very unpopular to begin with as the managers "didnt have time" but it worked.
I briefed the staff about every accident, what went wrong and what we were doing about it, Information is key, once the staff believe that you really want to improve safety, people start to get on board.
hope this helps

The smartest and most practical strategy is to coach three middle managers in leadership development, focusing on safety, quality and performance management.
When I've done this well, senior managers (most of whom did not know that a director had funded it) wondered what had 'happened' to sharpen the behaviour of these managers, beyond expectations.
Sad part is that, after the company didn't respond appropriately to the new level of the engagement, two of the three 'refreshed' leaders moved on to fresh pastures within 18-24 months, as there's an international market for people of their calibre.

Training Awareness.
Short training sessions which does not consist of "Power point to death" but interactive sessions using onsite incidents which participants can relate to.

I set up H&Safety committee using some of the workforce. They got free tea and biscuits and there ideas and suggestions were excellent. Provided you implement some of their ideas it shows them that they are heard and can make a difference. I found that this method improved the whole HS&E culture on site.
Hope this helps
