Does a good safety culture result in more accidents?

I look after mutilple sites and have found that the site with the best safety culture has more accidents. (All accidents are minor). My opinion is that the site that has more accidents is due to excellent reporting of all accidents no matter how minor.

Please discuss...........

A good culture results in good reporting, and if you're really lucky you'll get near misses too.

It will do initially - an increase in minor accident reporting that once would have literally been 'plastered' over.

When you have your birds triangle spot on as Ron eludes, near-miss reporting will be your highest reported 'incident'

Yes do your triangle and you will find the overall total of REPORTED incidents might not go down, in fact it might go up, but the ratios between near misses, minor, and serious accidents will change for the better.

Answers depend on ....how 'good' is defined and how validly accidents are measured and how well the organisation is led to develop.

Evidence of Dom Cooper, John Bohn, Albert Bandura and others suggests that probably the single most cost-effective way to consistently manage safety cultures is to measure organsiational efficacy validly and learn from the data.
