Hi, im currently studying a Safety Degree, i have in the mean time found temporary unpaid work to get my first bit of practical experience. I was looking at my companies H&S Manual and their H&S Policy which are 2 seperate documents. What confused me was a fellow student had shown me his companies Manual and Policy, which was one document. Im confused, do they have to be seperate or combined? Sorry for vague question but im relatively new to H&S

Organisations use 'policy' to mean different things. Sometimes it refers to the legally required policy statement which is generally just a page long. Sometimes it means a whole manual. Sometimes 'policies' are high-level documents with procedures under them, and sometimes they are glorified procedures. You can take your pick.

We have a Policy Statement which lays out the vision, responsibilities and general arrangements and is a few pages long, then we have the Policy Document which includes all the procedures for all the various aspects that we control. It's a matter of personal choice I think.

Makes sense for the Policy Statement to be published separately - this has to be brought to the attention of all employees, stakeholders want to see it, etc.

As said there is no standard format required. What is required that you understated what each document is and what it’s for. The organisation needs to know how they all fit together and to make sure that they do not contradict each other.

As stated previously 'Policy' can mean different things in different organisations.
Not what you asked but if assisting in assessing/reviewing/re-writing the 'policies' then an important aspect (well the most important thing) is what actually happens on the cola face so to speak. Policies and risk assessments can all to easily be lovely documents that sit in a folder or on a PC, but in truth relate very little to what actually happens on the shop floor.

jon, as others have said a 'policy statement' is a summary, a one-pager that can be displayed on company noticeboards or in recepotion, and certainly on a Safety Noticeboard if you have one.
The 'full' policy is the arrangemnts of how the policy is administered, a staff organisation with everyone having some responsibility, explain it, and explain how the company deals with aspects of H&S like equipment, noise, chemicals, traffic etc. Maybe a doccument section holding templates of forms for inspections etc.
The 'safety manual' will be the more technical data, the risk assessments, COSHH assessments, the register of equipment, ladders, lifting equipment with LOLER certs, certificates or reports of LEV inspections, compressors inspections etc. Don't need to print out everything, the manual can be electronic. Just print out stuff that needs signatures, e.g. master copy of risk assessments.
