I have created two RPE and face mask checks, inspection, and maintenance documents for the employees
I have been asked a question by a manager: Could we give a tool box talk to all employees who use RPE and Face Masks on the two documents and have the employees sign the tool box talk and issue them with a copy of the documents or does each employee have to physically complete each document and sign and date?
Would a tool box talk be enough?
The documents cover inspection before use, maintenance, cleaning and storage.

If I read you right - rather than each employee going through the documentation process for face fit testing etc - the suggestion is that you give a tool box talk.
If that is the case then NO it is not enough. The whole point of this process is to protect the individual and as such it needs to be an indvidual that completes documentation, undertakes the FFT etc.

Depends how you do it. Your users should have been trained in these aspects prior to wearing the RPE and this should be refreshed at their face fit testing so should not be an issue.
I'd take the masks along to the TBT and pysically go through what you would expect them to examine. It will also be an opportunity for you to talk through why you have introduced the forms.
