We don’t manage warehouses or anything similar but our inspectors sometimes work inside cargo sheds/warehouses. There have been a number of questions asked about procedures to keep pedestrians and FLT apart in such areas. The inspectors have had a number of near misses and they are becoming concerned that the shed operators are not always doing what they could to ensure that they are safe. Is there any industry guidance about what is to be expected in shed/warehouse that is designed to prevent pedestrian/FLT incidents? Simply keeping people of the sheds/warehouses is not an option since these inspections are statutory and MUST take place.

Pools panel say guaranteed Away Win. AK, the other option then is to keep the FLTs away from the pedestrians by blocking/isolating aisles where the pedestrians are. If the Statutory Inspectors have the power they could impose this type of temporary restriction. People and trucks in the same aisle without a substantial physical barrier is stacking the odds too far in favour of a fatality or disabling injury.

David, You said "..stacking the odds" - great pun! AK, I would have thought that as a term of your contract you should be able to enforce safe working practices for your inspectors. Perhaps along the lines of firm must close off aisles before inspection commences OR they appoint a "watcher" such as is used for some tracksdie working alongside railways. Just a thought Phil

We have on couple of occasions waved the big stick at warehouse/shed operators and threatened to stop the inspections (and so stop their imports) but our management (in the current softly, softly climate) is keen to avoid that approach if possible. We had a situation recently where an inspectors was unhappy that there was no clear demarcation between pedestrian walkways and areas where FLT were going about their business. The manager of the shed said that there was no legal requirement for this. We said that it was good practice and I’d like some sort of guidance in black and white which we can wave in front of him. Does anybody know of anything like that?
