Just embarking on some work to do Hazardous Area Classification and Risk Assessment.
Does anyone have any advice on what constitutes a 'competent person' as per the DSEAR guidance 'Employers should ensure that whoever carries out the assessment should be competent to do so'?

For HAC recognise and understand the various guidance standards (IP 15/BS60079-10/IGE/SR/25)
Be able to do the maths calculations

Understand the basic physics/chemistry of the hazardous materials

Develop a suitable risk assessment methodology.

Understand the ATEX requirements if you are going to make recommendations regards levels of protection and/or electrical standards/protection rating.

Depends which direction you are coming at this from - operations/operators point of view or from a design perspective.

Back in 2009 I attended a 2 day DSEAR course which covered risk assessment and zoning, provided by Connaught (now Santia - http://www.santia.co.uk/) a very good course with a decent hand out, might be worth giving them a try.

IMO it depends upon the complexity of the process / situation.
