I am looking for a chart or similar that will inform me and my fellow staff of safe wind speeds when it is acceptable to work on a scaffold, so far I have just located a chart for working on a roof. The scaffolding is a standard fixed tube/clip/coupling type, not an alumium portable.

Try http://www.nasc.org.uk/tg20_launch about halfway down the page is a free download link to the tables.

TG 20 - 12 Supplement 1 revised 30.01.12 gives some of the wind chart and tie requirements, do you have access to TG:20?

You may need to x refer to the EN standard BS EN 1991-1-4

Whoever did the scaffolding design should be able to give you the information.
