Hi all
Just looking for some clarification regarding issuing PTW , confined spaces , hot works on a large construction project. we have company to issue , however my understanding is if a company is say ISO registered then surely they need to use their own permits ?
In what context would our permit be used ?
Also if we do issue a CS permit or any permit, then training is required in PTW issuing ?

A PTW is a safe system of work. The permit is a written record of the precautions taken to ensure the safety of persons carrying out the specified task. It has nothing to do with any ISO standard.
To be able to "issue" a permit to work the issuer needs to be competent in assessing and controlling the risks to be managed, not in simply issuing permits per se.
So, take your confined space permit, who will do the O2/gas detection readings necessary before entry? Who will assess the rescue plan as adequate? Normally it is the person who issues the PTW. On my last construction project we had one of the safety team do some confined space training just so they could after all confined space works on site.
Training is dependant on the risk being managed.

When a company takes full control of a work area then one would anticipate that they would use their own permits UNLESS the client is also able to circumvent the contractor system or ultimately has contol of some permit items eg when power lock out is within client controlled area etc.
If you want your permits used then specify this in the contract or order.
The Permit issuer must be competent and have the authority to issue the relevant permit. Competence usually means familiarity with the systems and paperwork, at least in my book:-)
