Hi all
I am looking for a solution for ensuring all staff are accounted for during an evacuation. We have just had half our employees move to another site 4 miles away from the existing site. Some of the employees from the original site have to visit site 2 on a daily basis, and have asked that they are included on two roll call registers, one at each building. I would prefer to keep people on the roll call list at the building they are located and have a sign in/out system for staff when they visit the other building. This has been kicked back by one particular manager who has to attend site everyday and my manager has agreed with him that there would be no control to check people were signing in and out when visiting. We no longer have a dedicated recepionist at the entrance/exit to either site. I have also considered using the fob system, that is currently in place at the new building, but unfortunately this does not record people leaving only entering the building and there are no plans to change it.

Could you not use an area sweep system to ensure that the building has been completely evacuated ?

Another approach may be to ask, "What is it you are trying to achieve?. Is it actually accounting for each invidual, or ensuring the building is evacuated?" There will different approaches to both.
I have a similar problem with two of my sites and the approach we have adopted is to ensure that our permanent fire wardens have a responsibility to ensure they clear the building as they leave. It does not give you a headcount, but then we were not sure who was there anyway - but we do know the building is empty.

What the Fire Service will want to know is if the building is clear. If the building is clear then there are no persons at danger. Naturally, this is different within schools - where in loco parentis is in place - or prisons.

This type of thing has been discussed before so it may be worth a forum search to see if anything useful has already been suggested. We have a similar issue with our offices. We adopt a clear office evacuation procedure, not a headcount. (It is also almost impossible to get an accurate headcount at the assembly point due to numbers and other companies present). The fire wardens sweep their area of responsibility and report to the FM person in charge of the assembly point that all areas were checked and no one was present etc and staff are required to report to their FM if there are any concerns with regard to colleagues not being present at the assembly point. We also ask fire wardens to report areas that they have not swept due to access issues or other concerns or if someone was still evacuating in a safe manner due to mobility issues. Hope this helps

We have a building with 16 floors and over 1000 employees.
Each floor has trained and dedicated fire controllers who sweep the floor and toilets etc to make sure that the floor is empty. They then report to the Fire Marshal providing information. This information may include people at the temporary waiting spaces.
We do not automatically evacuate the PEEPs but identify first whether they are in any danger. If so then the PEEP process for evacuation goes into full effect. This has been accepted by the Fire and Rescue Service.
