More background please as if a company has experience in these areas they should have such info to hand - if they do not have experience in this area the comment must be; get somebody in to help/ facilitate until such time as the company has gained enough experience etc. to be competent

Hmm, working in the power generation world, we do not issue permits to enter HV switch rooms (up to 450 KV) or any other space where HV can be accessed. We lock the doors and ensure that only persons authorised by the site manager in accordance with the company safety rules, can gain access to the HV rooms, on a signature for the key, as part of the procedure for entering the room. We do issue permits to carry out work on the HV equipment, which is a very different matter. Jim

I would agree with #3. I would expect such rooms to be secure with a suitable system to control entry to the room. I wouldn't normally expect to have a permit merely to ENTER the room itself.

Ok,Thanks for comments.
We lock all HV doors and have sign for key procedure in place so i suppose that is sufficient.
