OK guys need some help please.
Commercial property owner wants to get a contractor to clean gutters and valley gutters.
I've told him he must make sure the contractor is competent.
The question is what else does he need to do? Does he need to advise the contractor with
details of the roof etc.
Any help would be appreciated.

Refer to HSG 33 Link: http://www.hseni.gov.uk/hsg33_roof_work.pdf
This may answer your question. You will need to have structural information on the roof should you be using it as access to the guttering. Look at the way the contractor will be accessing the area (portable man safe equipment i.e. fall restraint equipment). Basically, you will need a full risk assessment and method statement.
Just keep in mind, all working at height work should be managed by a competent persons Link: http://www.legislation.g...05/735/regulation/5/made

It's almost a catch 22 situation: Part oft he reason you must have a competent contractor is that your client is not a competent roof worker, therefore he/she will always be on the back foot as to what information the contractor needs, but a competent contractor will know and will ask for it (catch 22?)
So, part of the job is to identify competent contractor.
Also, relevant information on the roof and guttering and access requirements should be in the H&S file (big should be I know)
