I don't know what a pendant crane is, but I would ave thought that it fitted the definition of one of the DO's about collapse of lifting equipment or whatever it is (sorry I haven't looked it up to get exact wording)

Yes Reg2(1) schedule 2 part 1 item 1(b) Dangerous Occurrences Lifting machinery etc The collapse of, the overturning of, or the failure of any load-bearing part of any – (a) lift or hoist (b)crane or derrick RIDDOR is a good read, but didn't think much of the plot twist at the end.
