Could anyone tell me if a dock mounted compactor with a lifting arm to empty the bin would be subject to a Loler inspection? My thinking is that it should be as it is equipment that is used at work for lifting or lowering loads in this case a bin.

Yes Potts, the lifting arm falls under the Regs.
