The hierarchy of risk controls includes collective measures (such as elimination, reduction, substitution, engineering and administrative) and individual measures (PPE). How do I classify drinking water, uptaking minerals, vitamins, other substances or even applying skin/eye ointment (which are individual control measures) under this hierarchy?

Hi there, first off, I wouldn't get too hung up on 'classifying' a control measure - if you think its worthwhile and will reduce the overall risk and is reasonably practicable then do it, doesn't matter what you call it. However, I would say most of those (depending on the context) would probably be quite low down the heirarchy, similar level to PPE - they are individual controls that rely on someone remembering to do something, and doing that thing doesn't in any way remove the hazard itself. Thanks Steve... I actually need to clarify this for two reasons: designing a poster about heat stress for my company and for training purposes... I am inclined to suggest changing PPE to PPM (Personal Protective Measures) to be more accurate and holistic. However, this may be mistaken for Part Per Million!!

My personal opinion, administrative for water/minerals (e.g. ensure employees have access to water / bottled water to be provided off site) and if the ointment is a protective measure (i.e. suncream), I would say PPE. If it is a first aid measure I would think it was more administrative.

Hi Descarte, we all know that Administrative is a collective (rather than individual) control measure. So, training the people on taking water, vitamins etc. is administrative but the actual uptaking is not. To clarify more we train people on the correct use of PPE and this is an 'Administrative' control measure whilst the control measure covering the actual use of equipment by the operative is called 'PPE'.
