If you have premises where an asbestos survey has been carried out by an external competent person, and identified locations of asbestos which are in good condition so you decide to manage it and check on its condition periodically. What is an appropriate period and do you have to have been on any specific training to be suitable to be the person who monitors the condition (ie check for damage, frayed, scratched, sealant peeling off, coming away from its base etc). I have read INDG223 and seems to indicate “you should walk around your building” so it can be anyone. Is there any other guidance / information that may confirm who is appropriate to carry out only the review of condition, that anyone knows about that may help me. Thanks for any help

Chris I did a P405 asbestos management course a while back and the advice given was that any designated person could inspect encapsulated / sealed asbestos or sheets. In my last company the designated person was the factory manager who had overall responsibility for the factory, employer before that we designated the facilities engineer.

We check any ACM's that are encapsulated and unlikely to be disturbed annually. I have 'in house' training from my line manager (Group, Fire, Health & Safety Manager). I audit over 200 premises each wih a survey and register.

Thanks both I thought you didn't need to go on any particular course, but the more I thought about it the more that little nagging doubt entered my head. So I thought I would check with the good people who frequent this forum. I will add it to my ever growing list of things to do. It would have been nice if the original survey company had taken good photo's so I could see if there was change. Thanks again Chris

I have been wondering about an asbestos course, the p405 course noted above, does that go into good detail on things other than direct initial inspection. I was thinking about things like encapsulation methods (is there more than just paint type product) and their strength's and weaknesses if there is. Does the surface have to be perfect in order to just go for encapsulation or would minor scratches etc be acceptable. I have been looking on the Internet but mostly sales company's, which are biased (I think).

Leading on from this. Managers are being asked to manage the asbestos in their premises. We have one person who may have P405 within the organisation at present. What would this group recomend as a minimum for enabling premise managers to manage the asbestos within their buildings. Bearing in mind plans have been done and been checked in recent years by a qualified asbestos surveyor, who has since retired. Many Thanks

The prescriptive timescales referred to in HSG264 Asbestos: the survey guide are 3, 6, 9 & 12 months. Have a read of this document. A premises manager or appointed responsible person is going to have a better intimate knowledge of said building/ premises, aren't they? The quality of the original survey is key though. A good quality survey should allow the building user to understand its contents and keep the asbestos management plan up to date.
