Can someone confirm level of competence required to carry out the thorough periodic inspection on telehandlers and counterbalance forklifts. Our insurers currently do our workshop overhead cranes and lorry mounted cranes but for some reasons don't currently do our fleet of forklifts. We curerntly issue our own in-house certs but i'm not convinced they are wholly compliant.

Apologies for not answering your question (I think the ACOP states something fuzzy like suitable knowledge, skills and experience...) but 1 separate point that the ACOP makes very clear is that those undertaking statutory inspections should be impartial and not those that undertake the maintenance / repairs This does not automatically mean the stat inspection has to be carried out by a contractor, but that inspector has to have a reporting line completely separate from the department / line management that purchase / service / fix the forklift trucks. In the majority of companies the only method to achieve this “separation of powers” is to appoint a contractor for statutory inspections. http://www.hse.gov.uk/pubns/priced/l117.pdf
