If it is attached to a person either as a fall restraint or arrest, then it is going to come under LOLER and warrant a 6 monthly inspection.

Is it being used to restrain someone at height?

Will come under both PUWER and LOLER. Also under WaHR and PPE Regs.

Just a thought - the answer could be "none of the above" - it could be covered by the Road Vehicles (Construction and Use) Regs... It depends where you are and what the inertia reel device is for! (I wouldn't thank you for suggesting I need six month inspection on my car seat belts. But I've no idea why the double standard - the seat belt is restraining a kinetic load if not a falling load after all so maybe it should be subject to the same inspection and test regime... Food for thought?...)

Surely if an inertia reel is not used for lifting it is not lifting equipment or a lifting accessory, so how does it come under LOLER? The only time an inertia reel would come under LOLER would be if you could wind it back in to lift a fallen person - not all can. I can understand one coming under PUWER but not LOLER in all instances. Some clarity would be welcomed by me.

I would completely agree

All depends what it is being used for.
