If you intend to use a small dumper on a public highway (adopted road) is it required to be registered with the DVLA and therefore be required to display a number plate and current tax disk. I believe it is but a sub-contractor feels that his insurance certificate that states it covers any special vehicles is sufficient, also the policy requires them to hold a licence for the vehicle.

Except that as ever for the www.gov.uk site although it looks like it's got useful information it is actually so riddled with omissions and part-truths that it's a waste of time reading it. If you believed that page, for example, all construction plant, even plant that never goes near a road, would need VED, and it doesn't.

That page doesn't mention SORN.

www.gov.uk is full of pages in BIG PRINT that only tell you half the story. If you want a partial dumbed-down summary of something, and you're extraordinarily short-sighted, then I'm sure it's a fantastic resource. If you actually want facts and detail, it's depressing to think of your tax-payer money being spent on this rubbish.

I take achrn's point, in that the information on the link isn't as explicit as it might be, and it doesn't mention site construction/site vehicles at all. I couldn't find anything more helpful including within schedule 2 of the Vehicle Excise and Registration Act http://www.legislation.gov.uk/ukpga/1994/22 . If anybody does, then it would be really helpful to hit the "is there anything wrong with his page" link at the bottom of the page and at least give the sites administrators an opportunity to improve the information.

So, whle I don't know the definitive answer, it wouldn't surprise me if you had to display a tax disc but not pay for it. Perhaps a plant hire firm might be able to point you in the right direction?
