Hi All Looking for some information regarding to contract lift arrangements, as PC we are currently engaging contractors to 'CPA Contract Lift' on site, the crane company are providing Lift Plan and competent persons for lift ops, the contractor's AP is reviewing the lift plan/RAMS, what competencies would be required to review proposed lift ops from a PC/Clients responsibility? I assume a competent person who has been trained, has the theoretical and practical knowledge would be competent to do so, basically an AP.

You may be going too far. Where you have taken reasonable steps to ensure competency of your appointment, and are additionally reasonably satisfied that appointment has additional competent support/advice to validate the competency of the specific task (presumably referenced in the original RAMS) and that things are progressing as they were described, then there is little to be served by doubling-up on that validation (and it can often lead to confusion and dispute)? The on-site and Project specific focus from a Client and PC perspective should now be on ensuring adequate communication, cooperation and coordination of any overlapping aspects.

Hi Jason, I would fully agree with Ron on this one, as long as the AP for the contractor is experienced and knows what questions to ask and which documentation to check the fewer individuals involved the better. Experience has shown that having an AP on site during the lift can reduce the chance of things going wrong or un-necessary risks being taken.

As PC you would check all relevent documentation and your responsible for ensuring that the ground can take any additional loadings imposed on it, possibly temporary works involvement. Other than that generally if contract lift the duties remain with the crane company/AP.

Smith is correct, you need to undertsand whether the ground can withsatnd the laodings exerted by the crane at the points of loading (outrigger locations) this can be done many ways but the result is always interprted by an engineer who can interpret readings from plate tests, boreholes etc.

Jason You have been given answers above that are all correct. As PC you are entitled to review the MS from your sub contractor at whatever level you deem to be appropriate. This happens daily on CPA Contract lifts on many UKCG sites. I would never question this as there is no hiding places if something goes wrong. Experts will tell you that on a Contract Lift everything apart from the ground conditions is the responsibility of the crane company. This is wrong because as a crane company they must ensure SSOW for their employees how can they do this if they do not ensure that they have been given the correct figures for the ground loadings supplied. This is not me opening a can of worms just stating a fact that from the first site visit through to the crane completing the lifts and leaving site everyone PC, SUBBY & Crane company are all responsible. Some good stuff on the CPA site to assist but you have to go to the HASWA for ultimate responsibilities. Regards Alex
