I have been sent pictures of a job where telephone wires are running across the scaffolding,
Obviously the guys cant work like this, but can anyone tell me how dangerous they actually are, have done a google search but the answers I have found refer to US
The scaffolders have erected with the wires near enough touching the scaffold ?!

There is no personal risk from the telephone lines from a "health" perspective if that's your angle. Risk is tripping on them or them becoming a hindrance for those on the scaffolding.
Would be more worried about cost of damaging them!

I should think that, as long as the wires are suitably insulated and tied out of the way, there should be no problem. If they are just laid across the boards, then that is a different story...

Is it certain that these are telephone wires? Electrical distribution cables can very easily be mistaken for telephone cables - not all electricals are on the top of tall pylons and tend to be uninsulated cable, relying on their height as a safety measure.
That said, being garrotted with a telephone cable is not ideal.

If I remember rightly up to 120V dc across certain pairs and dependant on their end use. But low amps, enough to tingle a finger but wont kill you!

I think you are supposed to contact the owner of the cables, similar to overhead power cables etc.
In this case if they are telephone cables you will probably find they are owned by "Openreach" who I believe own and operate the network on behalf of others.
