Guys We request a third party to do the ground work when it comes to organising community events such as decorating a school, cleaning a park etc. People outside the organisation are welcome to attend. The third party who organise the event are provided with a risk assessment template by us and asked to fill it in. We then check the assessment. We are inundated with these assessments. My question is, who legally is responsible for checking its completion us or them. They have been trained in its completion????????

What is the intended purpose of that completed assessment?

What status does the third party have e.g. Volunteers who do the work for free thus saving many £'s for the organisation or a contracted party as if its the first example you cannot have both ends e.g. getting things done for nothing whilst doing nothing yourself. If its the second example noted then provided that you have commissioned properly you should not need to continually evaluate information provided As the employer and /or the controller [master - servant relationship] you have many responsibilities and liabilities even where people work for nothing - as a client commissioning others you usually have fewer responsibilities and liabilities where you have commissioned properly I suspect that we have a volunteer situation here or evn a probation service set up; please correct me and I hope that this helps

It is 'you' that is providing a 'template' for RA (I assume you mean a form). Now you are overwhelmed. Someone else in is probably pulling their hair out having to fill in all these (pointless?) RA forms! Why do you ask? Why do you look at these RAs? What do you do if you don't agree? Do you think it is part of your undertaking or not? If not, why get involved, other than exchanging information on hazards which you may have. If yes, as Bob suggests, it is part of your own undertaking, why not just tell (or discuss with) them the rules YOU want to be applied. You could change your request - why not ask for project controls / procedures / MS instead. As least information in this format can be more easily read and assimilated. Step back and review who is doing what for who, and what the chain of responsibility and /or liability actually is. Then put sensible arrangements in place, but not over-beaurocratic or form-creating.
