"Any person installing a gas fitting shall ensure that it is properly supported and so placed or protected as to avoid any undue risk of damage to the fitting"

Does this duty extend to protecting a length of 22mm copper gas pipe from malicious damage by metal thieves et al?

I doubt it, I would think the installer has to install the pipe work with reasonable care/precautions etc. Not to guard against wilful criminal actions/damage.
