We want to replace a number of final distribution boards in our factory workshops and have asked contractors to quote for the work. One of the contractors have said that the work will fall under the CDM regs.and that we need to appoint a PC. Having looked at the ACoPs I don't think that it is a CDM project as it does not involve construction, it's not a building, structure or formwork. The work will be intermittent to fit in with production (8hours every few weeks)

with the information provided I would say that it is a CDM job and if the work requires notification then a PC is required if notification is not needed then it is still a CDM job but the term PC, as addressed in the CDM regs, will not apply If it is notifiable then a CDMC wil also be needed

Electrical work definately falls under CDM Regulations but the work may not be notifiable - you need to work out the actual man hours spent on the project to determine this.
