Hi All,
I have been involved / organised a FAVERSHAM street festival for almost 20 years, resigned last year.
However, I have seen police costs rise from £0 to £100s.This was NOT caused by risk (I had identified less arrests on the festival day than a normal Saturday) but to recover supposed costs !!
Today also noted that Broadstairs folk week may have to be cancelled as the police need to recover £100,000 !!!
Please advise is this a Kent thing or applicable elsewhere?
Consequently, are street festivals now a thing of the past.

Under section 25 of the police act [1996] the police can recover costs for certain events.
Those used to be on a force to force basis, but were "homogenised" into a common charging structure by the ACPO (LTD) under their "paying the bill" philosophy:

You do not, however, have to use the police to support an event. It may be less expensive to use a "civilian" organisation (many of which employ ex-police persons). The police will usually want to get-in on the act, after all, they have to get cash from somewhere.

I understood and agreed with Barnaby Again.
The title suggests that health and safety is stopping festivals whereas the reality is that the cost of policing them has made them too expensive for some organisers. Policing is not just about health and safety. Plenty of events are also run not using the Police.
