Could anyone assist in providing details of the height a ladder can be before a fall protection device is required. (safety cage or a fall-arrest system used with a harness)

Hi, the Workplace (HS&W) Regulations recommends that safety hoops or a fall arrest system should be fitted on vertical ladders which are more than 2.5m high (Regulation 13 - Approved code of Practice paragraph 124).

Was this section not revoked by the WAHR?

Sorry, but the W[HSW] Regs have not dealt with this topic since the Work @ Height Regs 2005 took it out.
The basic W@H definition that requires a suitable & sufficient RA is to protect any person at work who is in a position from which a fall could occur from which harm could arise!!
There are no prescribed distances for the provision of hoops etc in any potential fall situation other than those in Schedules 1-3 which define a workplace that is not "work at height".
Using stairs to gain access between levels is not W@H but work on the stairs [ie changing a lightbulb, decorating, etc] is.

The 2 research reports available via the link are interesting: http://www.hse.gov.uk/sa...letins/hoopedladders.htmThey reference various standards with regards to the construction of ladders / landing heights etc. but I think the main point is that the hoops don't do much as gravity tends to suggest people fall down the way!

(safety cage or a fall-arrest system used with a harness) Isn't it just down to the RA? There is a requirement for a fixed ladder to have a platform in place at a maximum of 9m though.
