Can I use an FLT man cage to allow at height repairs on racking or should it be a MEWP?

You can but it is so complex (follow this link for HSE guidance) http://www.hse.gov.uk/pubns/pm28.htm that I would just use a MEWP, unless you are going to spend a lot of time doing this.
