Hi, I was wondering if anyone had any experience submitting blanket F10 document to cover a site for a year for multiple different projects. My company currently work on a Pharmaceutical site as the Principal Contractor, the design company and as the CDMC, we have been based on site for 20 years now. We conduct numerous different projects over the year (usually about 7-10 Notifiable) and I was wondering if it might be possible to notify the site rather than each project.

We complete CPP's for each project which also seems unnecessary sometimes because the work is often in very similar areas (same identified hazards) and more often than not we use the same sub-contractors who alongside our construction workers who are very familiar with the site (many have 10 to 15 years experience on site).

Just wondered if anyone had any experience with this type of situation? With the forthcoming changes to the CDM Regulations I understand part of these changes may be implemented to reduce bureaucracy. I don't believe the CDM Regulations cover established site such as the one I work on very well because we already have established managements systems in place which cover the safety of the workers, we store and hold all relevant documentation, drawings, etc on a central documented management system, etc.

Just wondered if anyone had any thoughts on this situation, any advice would be greatly appreciated.

danrileyGY you ask a very good question, and similar to one I was about to ask?

You suggest your project is one single project but with gaps/breaks in the duration.

I have a project to notify that has a two week break between two phases. My question is can I notify this as one single project and just give the duration as a combined figure of weeks, and should this include or exclude the break?

Dan I hope you don't think I've hi-jacked your thread but its very very similar?

Our projects are generally separate projects all for different requirements/installations however I have done numerous projects where we have gaps due to production outputs and requirements.

I am not saying this is the best way to do it but I usually notify for the combined time because I think it is much easier to explain a downtime in work rather than one project being split over two phases. Plus I don't believe the HSE would be too concerned about a small two week gap in construction work as long as there is continuity in the controls.

Hi there

Blanket F10 is fine providing you clear it with regional HSE office. I have used this approach on 3 major projects now with no issue.

Hi jointyjohnston, can I ask did you do 1 Construction Phase Plan for all 3 projects that covered the general hazards for the site rather than specific to each project?

I rather think you will find the HSE will look to separate notifications as each project is of a different type and discrete from others. BUT the CPP will share many common aspects and wording. At the end of the day the F10 requires little effort to do it is the CPP that takes the time but with a bit of clever boxing about 90% could be standard.

We had 1 blanket F10, agreed in principle beforehand by HSE but project specific CPP's as the 3 main projects on the site were (a) demolition of old power station, (b) 345,000 m3 bulk earthworks and contaminated land works, and (c) construction of new power station, all 3 overlapping at various points but distinct projects with bespoke risks.

Our situation is slightly different as the projects are all very similar in nature, mechanical and electical installations/modifications to plant and equipment. But they are all different projects for different production campaigns.

How do I notify projects with multiple locations?
Multiple Notifications: Where a project is made up of multiple sites, it may be impractical to make multiple notifications (F10s). In cases where the work is relatively minor at each location, it may be more appropriate to notify on one form and provide a list of the addresses on the form where there is provision for a description of the construction work involved. This is a free text field in which you can provide more details. For example, if you have indicated on the first page that the work will be undertaken at multiple sites, then a list of those sites can be provided in this field.
