Has anyone any idea if the ACoP for the above has been withdrawn and if so why?

This has been covered recently in a post i am sure. The guidance has been withdrawn in anticipation with the new HSG65 being released and covering the guidance of the Management of Health and Safety at Work Regulations 1999. Hope this helps.

ACOP was withdrawn at the end of July following a consultation process in which majority of consultees were against the proposed withdrawal.

All part of the spin purporting to be cutting "red tape".

Don't hold your breath on the replacement HSG65. Reduced staffing at HSE with some policy people wasting time writing Consultative Documents to revoke legislation which most of industry has never heard of, then analysing consultees' responses, and finalising draft legislation.

The forward to the Deregulation Bill claims that amending Section 3(2) of HSWA to exempt the self-employed who do not work in specified industries and who do not put others at risk will save over £200k per annum. Will also need a code of regulations to specify industries where exemption does not apply. How many self-employed who do not put others at risk have received any contact from the regulator? (Close to a big round number?) So where's this £200k come from?
