Hello, is there any clear definition as to what an habitual user of DSE actually is? 5 hours, 8 hours??

A DSE user is a worker who regularly uses DSE for a significant part of their normal work(daily, for continuous periods of more than an hour).
I consider that I am a habitual user but not a DSE user as I am not using for continuous periods of an hour or more on a daily basis.

There is no definition as such. It's more of a judgment call.

Thanks, that makes it difficult to enforce and is it worth being legislated?
So I can make a judgement of say 7 hours a day is an habitual user?

Sorry i did not realsie that HSE use the term e.g.:
"Some users of visual display units (VDUs) or display screen equipment (DSE) may get aches and pains, such as back pain or eye discomfort. The Regulations set out what employers need to do if their employees are habitual users of DSE"
I would suggest this is just poor wording, they are trying to write in an accessible style. They should be saying:
"... if their empoyers are users of DSE as defined in the regulations"
