Scaffold standards and ledger joints (staggering)

Can anyone tell me what the exact requirements are for the staggering of ledger and standard joints in scaffolds.
For e.g. In a basic two lift scaffold, if the ledgers are jointed in the 1st lift and the guardrails above in the 1st lift are also jointed, does this lift require a splice, even if the ledgers above on the top lift are not jointed?
With standards, is it one in four that needs to be continuous in any bay?
A few people seem to be confused with the wording within TG20:08.
